Parenting in the Early Years: A Review of Programs for Parents of Children from Birth to Three Years of Age. Early Childhood Development.

Noting that the demands and expectations of parents worldwide have shifted tremendously over the last 20 years, and that parents' ability to fulfill their parental roles will affect their communities as well as their own children, this booklet examines programming for parents that is designed to support young children's development, and discusses issues that need consideration in the design of such programs. The booklet begins with a brief overview of young children's development and needs, and the role parents play in supporting that development. Principles for developing programs for young children and their families are suggested and important issues and questions for such programs are identified. The paper differentiates parent support and parent education programs, and provides program examples. Numerous case studies from several countries are provided for the following service delivery strategies: (1) one-on-one parent support at a health clinic; (2) one-on-one parent support through home visits; (3) parent groups; (4) media or distance education; and (5) community development. The paper also lists areas in which additional information is needed related to child development and curriculum, public policy, child development indicators, public/private partnerships, and effective programming. The paper concludes with descriptions of related resources, including the Avance Family Support and Education program. (Contains 75 references.) (KB)
