Kansas Services for Children and Youth with Dual Sensory Impairments Project. Final Four Year Progress Report. October 1, 1995 to September 30, 1999.

This final report describes the process and steps the Kansas Services Project for Children and Youth with Dual Sensory Impairments Project (KSDSIP) has taken to provide services and technical assistance for infants, toddlers, children and youth with deaf-blindness. The 4-year federally funded project met federally-set priorities through identification of children and youth, location , and coordination of services for youth with dual sensory impairments. The project involved a pilot project on student portfolio development that documents longitudinally student accomplishments, needed adaptations, and accommodations, including transition to the next environment or postsecondary environments. Seven original goals provided the framework set for the project's activities: (1) identify children and youth who have dual sensory impairments; (2) provide training, consultation, and technical assistance to public and private agencies, institutions, and organizations on effective practices related to dual sensory impairments; (3) provide resources for families with children who have dual sensory impairments; (4) support the provision of effective practices for infants and preschoolers with dual sensory impairments; (5) provide transition services for youth with dual sensory impairments; (6) coordinate activities with appropriate agencies and organizations; and (7) disseminate information about resources and effective practices related to dual sensory impairments. Each goal is presented with the process and goal modification. Included in this final report is the context in which these goals were implemented along with problems encountered and the solutions. The implications for policy, practice, and research are explored. Research shows an average of 100-110 students from 33 districts or state schools have benefited from the comprehensive deaf blind service provided each fiscal year. (AA)
