Training against Social Exclusion. Advisory Forum Subgroup A Final Report.

A subgroup of the European Training Foundation's Advisory Forum held a roundtable discussion on vocational education and training (VET) against social exclusion. Representatives of the European Union (EU), all Central and Eastern European countries, and Kyrgystan focused on the following four topics: concepts and terminology related to social exclusion and job skills; specificity and conditions of partner countries regarding social exclusion; methodological approaches and strategies of intervention; and recommendations to the advisory forum. The roundtable reached four main conclusions: (1) school leavers without vocational qualification risk social exclusion; (2) action to reduce the problem should focus on prevention and should target specific approaches and specific continuing training for young adults without qualifications; (3) although the problem and solutions differ in each country, it is helpful to have access to EU member states' information and exchange of information; and (4) the first steps toward appropriate solutions should be development of national concepts for using VET to combat social exclusion. (Appendixes constituting approximately 60% percent of this document contain the following: questionnaire; the case of Kyrgyzstan as an example of social exclusion in the New Independent States; the case of Flanders as an example of social exclusion in the European Union; and statistical data.)
