The Migrant Education Program (MEP) and the Migrant Head Start (MHS) program have served millions of migrant children, but little is known about program outcomes. The Government Accounting Office examined: (1) MEP and MHS goals, operations, clients, and services; (2) coordination of MEP and MHS services within and between programs by the Department of Education and the Department of Health and Human Services (HHS); and (3) how well Education and HHS determine whether program goals are achieved. Data collection included a review of statutes, regulations, departmental performance plans, and other relevant documents, and interviews and observations at local program sites in eight states. Major findings were: (1) migrant workers are diverse, young, and mobile; (2) mobility and work patterns are changing; (3) MEP and MHS differ in goals and objectives, operations, eligible populations, and services; (4) MEP assists state and local efforts to meet migrant children's needs; (5) MHS provides comprehensive services to migrant infants and preschool children; (6) information exchange is limited despite need; (7) the absence of nationally accessible MEP and MHS information systems has negative effects on children; (8) federal leadership is needed to improve information exchange; (9) states and local agencies play the key role in coordinating service delivery; and (10) evaluation mechanisms are limited, with data collection focused on inputs and outputs. Recommendations are offered. Appendices include data on services and students in the eight states studied, four types of education information exchange, information sources and studies on MEP and MHS, and comments from the Departments.
