This booklet examines adult education needs and opportunities for persons with disabilities. It reports on the following: the changing perceptions and definitions of disability in both developed and developing nations, the rights of disabled persons, the need for educational policies for adults with disabilities, and the inclusion of people with disabilities in the community. The booklet concludes that educational opportunities for people with disabilities can be promoted only by making all forms of learning and training accessible to them, fostering institutional policies that ensure equal access and intervention with appropriate learning technology, and involving agencies, as well as policymakers, that are supporting the handicapped.
