This book is designed to assist evaluators of nonformal education (NFE) and adult education programs in their continuing professional education and in the task of improving their capacities for genuinely formative, informative, and participatory assessment of educational practice. Fourteen chapters are organized into five sections. Section 1 contains an introduction that discusses the topics to be covered. Section 2 includes three chapters that address some of the conceptual and theoretical issues underlying evaluation practice: design choices, participatory approaches, and systems thinking. The four chapters in section 3 deal with technical aspects of evaluation design: ensuring the quality of information, developing a unifying matrix of inquiry, understanding sampling, and developing qualitative evaluation designs. The five chapters of section 4 treat several particular methodologies of evaluation that could stand to receive greater emphasis in NFE: first the methods of qualitative data collection and analysis, then administrative evaluation, learning outcomes assessment, impact evaluation, and benefit-cost analysis. The one chapter in section 5 offers some brief conclusions regarding the professional development of NFE evaluators and its relation to broader popular participation in educational planning and evaluation.
