This monograph reports on a national survey of state higher education agencies concerning the current status of student transition data systems. The survey found that 48 states are currently addressing at least one of four student transition areas, with 42 states concerned with postsecondary education (PSE) to PSE transition, 33 states with K-12 to PSE, 21 states with PSE to work, and 4 states with work to PSE. Data systems used include unit record databases (most common), surveys, and aggregate/other data. Data issues most often identified as "significant problems" were: privacy and confidentiality (11 states), burden on data providers (9 states), and timeliness of data (8 states). Data systems were most often reported as adequate for support of policy development in the areas of "student progress/degree completion/time to degree" and "transfer and articulation." They were reported as least adequate to "workforce development/employer needs." Following an executive summary, individual sections of the report present findings and conclusions concerning: unit record data systems, surveys, data content of student transition data systems, data and policy issues, steps to be taken, and suggestions for ongoing study.
