This monograph examines state initiatives to create educational structures that more closely align K-12 and postsecondary education. Data were collected as part of a national survey of state higher education agencies and site visits to Colorado, Georgia, Maryland, Ohio, Washington, and Wisconsin. Site visits in 1997 to Georgia, Maryland, and Ohio focused particularly on two issues: alignment of K-12 reform efforts and college admissions, and efforts to reduce postsecondary remediation and better prepare students. Following an introduction, the report examines the rationale for building a state K-16 system; how various state programs support school-college collaboration; and some new strategies for state K-16 partnerships. Other sections of the report examine: (1) Georgia's P-16 Initiative, which coordinates state goals with local needs; (2) Maryland's K-16 partnership for teaching and learning, a collaboration of the State Department of Education, the Maryland Higher Education Commission, and the University System of Maryland, which has as its goal the redesign of teacher education; and (3) Ohio's K-16 "total system approach," which seeks to increase the number of high school graduates fully prepared for higher education. A final section of the report notes lessons and challenges involved in creating models for K-16 systems. (CH)
