This report presents the results of a review of the government-university partnership in research and associated educational activities undertaken by a multi-agency task force under the auspices of the National Science and Technology Council (NSTC), focusing on ways to strengthen this partnership. The task force solicited the views of universities, university associations, and federal research agencies regarding the issues they considered most pressing. The review found that the government-university partnership in research is sound and continues to serve the nation in important ways. To help strengthen this partnership, the NSTC is issuing a proposed statement of the principles of the partnership to clarify the roles, responsibilities, and expectations of the parties and to provide a framework for the development and analysis of future policies, rules, regulations, and laws. The NSTC will also take specific actions, through federal agencies that fund university-based research, to make the partnership more effective and efficient, focusing on areas such as research integrity, merit review, cost-sharing policies and practices, grants administration, and regulation.
