Designed to provide a better understanding of how Industry Training Advisory Bodies (ITABs) operate, a study showed whether current arrangements, incentives, and structures are conducive to ITABs always working in the best interests of their constituents: employers. Semi-structured interviews were conducted with chief executive officers (CEOs) of 23 state and national ITABs in 5 industry sectors: electrical and electronics, finance and business services, light manufacturing, hospitality and tourism, and retail and wholesale trade. Findings indicated the following: typically, ITABs had only a limited amount of direct contact with individual employers; most CEOs agreed employers were likely unaware of ITABs' operations but did not think that diverting resources to self-promotion would be a sensible use of resources; benefits were improved information advice and training outcomes, increased awareness about training, and enhanced industry voice; and problems were resource constraints, government demands, and inappropriate industry coverage. A telephone survey of 293 firms drawn from the telephone book assessed employers' perceptions of ITABs. Findings indicated reasonably high levels of awareness about ITABs and satisfaction with ITAB performance. The role firms expect ITABs to play was different from the role ITABs see themselves as having. The conclusion was that ITABs' dependency on governments for funds had created a situation where ITABs are more responsive to the demands of government than those of employers.
