The Adult Teacher Competencies Study. Final Report. A 353 Special Demonstration Project.

A study was conducted to develop a set of instructor standards that describe high-quality teaching behavior for adult literacy teachers, program administrators, state staff, and stakeholders. The standards were created by a task force of 15 experienced adult literacy practitioners and reviewed and revised by focus groups of practitioners at seven sites in Pennsylvania. As a result of this process, a set of five standards were finalized that describe high-quality adult teacher behavior: (1) adult theory in practice; (2) instructional expertise; (3) community interaction; (4) professional development; and (5) program operations. The standards and the database into which the standards were entered are available to educators at a central location. In the next fiscal year, the standards will be field tested with 40 practitioners in 12 programs throughout Pennsylvania. (Appendixes to the report include a list of 17 resources, task force meeting agendas, minutes of task force meetings, focus group materials, and the standards and competencies that were developed during the project.)
