Evaluating School-Linked Services: Considerations and Best Practices.

School-linked services are one program approach seeking to address concerns about fragmented and duplicative services by offering the school site as a single point of entry. Most of these programs display a holistic approach to children, joint planning, shared service delivery, and collaboration or coordination. Determining how school-linked services work, what their impact is, and whether they should be expanded is difficult. This study asked nine evaluators of school-linked services programs to identify considerations and best practices related to evaluating outcomes, sustainability, and collaboration. The evaluators were also asked to provide insights into evaluation design and data collection methods. Recommendations for evaluating outcomes included deciding which long-term outcomes to measure, and linking process and intermediate- and long-term outcome measures. With regard to evaluating collaboration, it was recommended that evaluators decide which aspects of collaboration to evaluate and use the evaluation of collaboration for self-assessment and improvement. Recommendations for evaluating sustainability included considering four aspects of sustainability for measurement. Recommendations regarding the evaluation design included using a participatory approach, incorporating multiple methods, considering comparison groups to make the case for attribution, building evaluation capacity, considering data collection at the onset of the project, and involving key stakeholders in data collection.
