This is the final report in the New Zealand Council for Educational Research's series of national surveys monitoring the impact of the "Tomorrow's Schools" reforms, which began in 1989. These reforms shifted substantial financial and administrative responsibilities from the former Department of Education and Education Boards to staff and trustees at individual schools. The findings are presented in 18 chapters: "School Self-Management--Change and Continuity,""Survey Design and Analysis,""Buildings and Equipment,""Funding,""Staffing,""School Board Composition,""Professional Development and Training,""Advice, Information, and Support,""Workloads, Morale, and Satisfaction,""Parental Involvement, Contact, and Satisfaction with Their Child's School,""Roles and Relationships at the School,""Schools and Government,""Curriculum and Assessment,""Policy and Provision--Integration, Competition, and Choice,""The Impact on Learning,""Does Decentralisation Change the Picture for Disadvantaged Students?""Issues," and "Self-Managing Schools: What Have We Learnt?" Among the findings was the dramatic increase, compared to previous surveys, of the percentage of principals who believed that government funding for their school was inadequate. Staffing at the schools and finding suitable teachers were also perceived as problems. On the plus side, 82 percent of parents surveyed were generally happy with the quality of their child's schooling. Three appendices list the characteristics of survey responses and other information.
