This book identifies and discusses key issues for the future of American higher education. An introductory chapter focuses on the nine contributions by higher education recommended in Clark Kerr's 1981 Carnegie Council Report. The following 10 chapters focus on specific issues in the following areas: (1) changing demographics; (2) minority access and success; (3) international competition and cooperation; (4) creative frugality; (5) ethics and morality; (6) general education; (7) teacher education; (8) cooperation with other sectors; (9) assessment and accountability; and (10) leadership and management. A final chapter, on strategies for implementing changes, discusses the change process and assessment, professorial roles in the change process, change (diffusion) models, characteristics of diffusion models, and success-and-failure-prone change strategies. Four major challenges are identified: (1) the need for greater attention to the processes of bringing about successful changes; (2) the identification of diffusion strategies from the plethora of assessment projects; (3) the importance of raising strategy questions at the outset of campus efforts to innovate sooner rather than later; and (4) identification of more effective ways for campus and state higher education agencies to develop common change strategies for mandated and recommended state-level changes.
