Several states are helping families leave or avoid welfare by developing innovative responses to critical "employment enablers": transportation, health care coverage, and child care. This report: (1) examines why lack of transportation, health insurance, and child care are barriers to work; (2) identifies how funding sources can be accessed and used to enhance programs; and (3) examines state policy alternatives to make work a feasible option for poor families. The report is divided into separate sections on funding sources, transportation, health care coverage, and child care assistance, with key findings and state and federal program alternatives presented on separate fact sheets. Highlighted programs to improve access to transportation include the Job Access and Reverse Commute federal program. Health insurance programs include the new child health block grant to states. Child care assistance efforts include new block grants for states and transfer of TANF funds into the child care block grant. Individual sections contain references. (KB)
