Developed by the Connecticut Birth to Three Natural Environments Task Force, this guidebook is intended to assist the early childhood community to strengthen and support families whose children have disabilities by meeting their children's needs in everyday typical routines and environments in the home and the community. It begins by providing a copy of the federal regulations under the Individuals with Disabilities Education Act requiring that services be provided in natural environments to the maximum extent appropriate. The mission of the Connecticut Birth to Three System is then described and the meaning of natural environments is discussed. The guidebook then addresses the benefits of providing services in natural environments; the early intervention process; the development of the Individualized Family Service Plan; transition from Birth to Three services; natural supports for families; the role of Birth to Three in the community; natural environments and children with autism, complex medical needs, or sensory impairments; third party reimbursement for providing services; and quality enhancement of Birth to Three services. Questions and answers regarding natural environments are then provided. Appendices include program questions for administrators, questions for Birth to Three staff, and a list of 21 resources. (CR)
