This report provides an in-depth analysis of the Industrial Production Technology Programs in Illinois, which, according to Illinois Community College Board policy, must be reviewed at least once every five years. The disciplines included in this report are: industrial manufacturing technology, corrosion technology, plastics technology, and metallurgical technology. Programs are evaluated in terms of need, cost-effectiveness, quality, and status. The report provides information regarding trends in manufacturing that have affected production occupations, including declining employment, increased international competition, and technological advances that have brought about changes in production techniques and management practices. The result has been a need for more broadly skilled workers who can function flexibly across multiple areas, often as members of work teams. Results were analyzed to determine the extent to which the colleges respond to the changing needs of employers, as well as the level of quality and cost-effectiveness with which they do so. Enrollment in Industrial Production Technology programs decreased by 10% over the five-year review period. Recommendations are presented for consideration, including: (1) programs should be reviewed to ensure they are addressing the skills needed by employers; (2) colleges should pursue enhanced partnerships with high schools, vocational schools, and business and industry; (3) colleges should monitor completions; and (4) colleges should ensure that applicable machining standards are addressed in the curriculum.
