This pamphlet analyzes some of the legal issues colleges and universities face in regard to faculty and student access to computers and the World Wide Web, evaluates current legal developments, and offers guidelines for developing policies for computer access. It examines sample acceptable-use standards, procedures for suspending or terminating a user's access due to violation of these standards, and due process considerations. The pamphlet goes on to discuss the vicarious liability that colleges and universities may face and the privacy expectations of computer users, noting recent court decisions related to these issues. The paper suggests that institutions need to review their computer access policies on a regular basis with counsel to keep abreast of new legal developments, and it also suggests that institutions need to educate users about their responsibilities and the effects of computer abuse. A checklist for use in drafting or reviewing computer access policies is included, along with a list of institutional resources available over the Internet. (Contains 63 footnotes.) (MDM)
