The effectiveness of school-to-work (STW) in Wisconsin was examined through a review of the data from the following sources: STW implementation reports; follow-up surveys of youth apprenticeship graduates, parents, and employers; and telephone interviews with curriculum directors from 45 Wisconsin school districts. Of the practices and innovative activities planned for K-12 students as part of Wisconsin's STW program, school-based activities have generally been implemented far more broadly than work-based activities. Because participation rates in core, work-based learning experiences have been very low, the aggregate impact of STW on workforce development and the state's economy has been necessarily meager. Since Wisconsin launched STW, the two main problems it was intended to address have changed. Wisconsin's system for curriculum standards and assessment now drives efforts to improve academic learning, and the state's economy has rebounded. It was, therefore, recommended that the Wisconsin Legislative Fiscal Bureau conduct an evaluation of STW in light of STW program goals and other state priorities, pursuant to a zero-based budget decision about the program's future.
