This paper presents practical options for school development in relation to vocational education ranging from small and specific steps to larger whole school change. Chapter 1 describes the context. Chapter 2 highlights three interlocked imperatives to attain this objective: a comprehensive and well-structured educational program that deals centrally with issues of work from years 7-12; creation of community partnerships that are responsible for development of students and the community; and a partnership model for decision making about vocational education. Chapter 3 addresses work requirements nationally and locally. Chapter 4 reports student responses to the following: aspirations, information sources, student outcomes and post-year 12 destinations, destinations prior to end of year 12, the nature and purpose of learning and school responses on the nature of current practice and work-based education. Chapter 5 addresses alienation of young people from schooling and program targeting. Chapter 6 identifies four focus areas for curriculum development in schools: organization of teachers' work, students' work, and content and decision making about content and process and about purpose. Chapter 7 describes models: vocational education and training in senior education; industry-initiated and -resourced programs; enterprise education; integrating vocational learning into 7-12 curriculum/structure; and partial or targeted programs for at-risk students. Chapter 8 offers an audit tool to start discussions on priorities for change. Appendixes include materials from some models and 31 references. (YLB)
