This document begins with a summary of the state and federal educational issues of access, finance, workforce and economic development, welfare reform, and administration. The legislative program follows, with further discussion on these issues. The district intends to increase access to education by providing more financial aid, eliminating physical barriers, and strengthening transfer and articulation processes. It also intends to increase funding for educational and technical improvements and support workforce training for both employees and welfare recipients. Local administration should also become more flexible and streamlined. On the federal level, the district plans to provide more grants than loans for financial aid, support loan programs and encourage charitable contributions, and maintain funding for workforce training programs.
