The European Centre for the Development of Vocational Training (CEDEFOP) studied the various requests it received from the social partners (employers, unions, governments, educational institutions) and how they could be more closely involved in CEDEFOP's activities. To analyze the requests, 70 interviews were organized around a four-part questionnaire: CEDEFOP's output; subjects and types of activities concerned with vocational training in the various organizations of the social partners; requests made to CEDEFOP concerning subjects for study and type of action; and relations between the management board and the social partners' organizations. Findings indicated CEDEFOP's enormous potential in connection with the social partners. CEDEFOP's capacity lay in the approach to partners' differences and similarities. Suggested lines of action were as follows: establishment of a steering committee on qualification and certification composed of employers, European and national trade union representatives, and scientists with the analysis relating as much to the processes and mechanisms as the effects; organization of exchanges and discussions to clarify matters of topical interest; study visits as a means of access to specific and practical information; syntheses of research in each European Union member country while at the same time involving the social partners in the working hypotheses; creation of networks around subjects dealt with in the work program; and strengthening of the management board.
