This hearing, the ninth in a series discussing issues related to the reauthorization of the Higher Education Act, focuses on three programs: Aid for Institutional Development, or Title III; the National Early Intervention Scholarship and Partnership Program; and the TRIO programs, which provide support services and scholarships for students, as well as institutional aid to colleges and universities and are intended to assist low-income, first-generation college students. The following witnesses made statements: (1) Moses Griffin, Wilberforce University (Ohio), who suggested that common evaluation criteria are inadequate for judging program effectiveness at historically black colleges and universities; (2) R. Vic Morgan, Sul Ross State University (Texas); who discussed the role of Title III at Hispanic-serving institutions; (3) Linda Shiller, speaking on behalf of the National Early Intervention Scholarship and Partnership Program, who discussed the programs of the Vermont Student Assistance Program; and (4) Ann Coles, who spoke on behalf of the National Council of Educational Opportunity Associations, and noted that over 2 million TRIO program participants had graduated from colleges over the past 30 years.
