Dismantling Desegregation. The Quiet Reversal of Brown v. Board of Education.
Orfield, Gary; Eaton, Susan E.
The United States is quick to celebrate the Brown v. Board of Education decision, but there is an insidious trend toward resegregation in the public schools. For the first time since 1954, school segregation is actually increasing for African American students. In several rarely discussed decisions, the Supreme Court has opened the door for the abandonment of desegregation plans. This quiet reversal of the landmark decision is discussed in profiles of school districts that have begun to dismantle desegregation. The following chapters are included: (1) "Turning Back to Segregation" (Gary Orfield); (2) "Plessy Parallels: Back to Traditional Assumptions" (Gary Orfield); (3) "The Growth of Segregation: African Americans, Latinos, and Unequal Education" (Gary Orfield); (4) "Unexpected Costs and Uncertain Gains of Dismantling Desegregation" (Gary Orfield); (5) "Broken Promises: Resegregation in Norfolk, Virginia" (Susan E. Eaton and Christina Meldrum); (6) "Still Separate, Still Unequal: The Limits of "Milliken II's Monetary Compensation to Segregated Schools" (Susan E. Eaton, Joseph Feldman, and Edward Kirby); (7) "Desegregation at Risk: Threat and Reaffirmation in Charlotte" (Alison Morantz); (8) "Slipping toward Segregation: Local Control and Eroding Desegregation in Montgomery County" (Susan E. Eaton); (9) "Money and Choice in Kansas City: Major Investments with Modest Returns" (Alison Morantz); (10) "Magnets, Media, and Mirages: Prince George's County's 'Miracle' Cure" (Susan E. Eaton and Elizabeth Crutcher); (11) "Segregated Housing and School Resegregation" (Gary Orfield); and (12) "Toward an Integrated Future: New Directions for Courts, Educators, Civil Rights Groups, Policymakers, and Scholars" (Gary Orfield).
