This report on Phase I, of a four-phase study, of the California Educational Technology Assessment Program (CETAP) provides a descriptive analysis of 14 programs and projects funded by the Educational Technology Local Assistance Program, Assembly Bill 803 (Chapter 1133, Statutes of 1983), between 1984 and 1989. The information reported is intended to: make the reader aware of valuable resources and programs previously initiated and inform decision makers about past practices that should be considered in the design of new technology programs and initiatives. A list of nine recommendations concludes the report. Appendices contain a report on telephone interviews with participants in Summer Technology Institutes and a list of 72 selected references. (AEF)
