Title I Migrant Education Program 1995-96. Research Report on Educational Programs.

Title I of the Elementary and Secondary Education Act was amended in 1996 to authorize funding for the Title I Migrant Education program to provide educational and counseling assistance to eligible children of migratory farm and fishery workers. An evaluation was conducted of the implementation of the migrant education program in the Houston Independent School District (Texas). A total of 1,124 eligible migrant students was identified in the Houston schools, an increase of 52% over the previous year's enrollment of 741 migrant students. The increase was attributed to the program's active search for migrant students. Migrant recruitment specialists recorded 10,307 activities in 1995-96, and the parent/student coordinator provided 1,015 service contacts and activities. Of the 1,124 migrant students, 70% were also limited English proficient. Passing rates of migrant students in 1995-96 on the English examination of the Texas Assessment of Academic Skills decreased in reading from 53% to 50%, decreased in writing from 56% to 45%, and increased in mathematics from 35% to 45%. Recommendations for program improvement include improved records management, improved curriculum and strengthened instruction, and better efforts for parent involvement.
