Sampling the wide spectrum of opinions reflected in the current literature on the topic, this booklet presents an annotated bibliography and other materials designed to assist high school debaters in researching whether the United States government should establish a program to substantially reduce juvenile crime in the United States. The approximately 500-item bibliography in the booklet presents annotations of monographs, journal and magazine articles, reports, and Congressional publications published between 1991 and 1996, and is divided into the following sections: general (juvenile delinquency and trends in urban crime); causes of juvenile delinquency and violence; administration of juvenile justice; delinquency prevention and intervention; drug and alcohol abuse; gangs; school violence and security; and violence in mass media. A guide to information sources on the topic, and a list of available government publications on the topic are attached. (RS)
