An 18-month project researched the development of basic skills support in Further Education (FE) colleges in England and Wales. The methodology included 2 surveys of 206 colleges that provided basic skills support, and case studies of 8 colleges. The statistical surveys showed that many colleges were not collecting data relating to students needing basic skills support and that management information systems were not widely used. Almost one-third of students screened were found to need basic skills support, and of those identified almost 60 percent received it. Students identified as needing basic skills support were more likely to stay at college, complete their courses, and achieve qualifications if they received basic skills support. Three methods for identifying basic skills support need emerged: initial screening, tutor referral, and self referral. Basic skills support was provided through timetabled workshop classes, drop-in facilities, and on-course support. Support was delivered either by basic skills support specialists, vocational/academic tutors, or both. Attendance and progress monitoring were a weak element of basic skills support services.
