A study examined the statutory role of state commissions in implementing the AmeriCorps Program, state commission operations, and extension of state commissions' administration and oversight role and decrease of the federal government role. The research reviewed commissions in California, Maryland, Missouri, Rhode Island, Texas, Virginia, and Washington. State commissioners and AmeriCorps project directors were interviewed; and 24 AmeriCorps projects were reviewed. The study indicated that the National and Community Service Trust Act provided for extensive state control of AmeriCorps. Commission officials in all seven states used a grassroots effort to develop their strategic plans and identify service needs. Three organizational models were used: part of a preexisting state agency, an independent state agency, or a nonprofit agency. Outputs and characteristics varied extensively. Enrollment ranged from 21-350. The attrition rate ranged from 3-58 percent. The proportion who accessed their education award ranged from 17-78 percent. Projects' expenditures ranged from $206,000 to $3.9 million. State commissioners and executive directors in all seven states agreed that a federal role in the AmeriCorps program is needed but differed on the degree of state control.
