The final report of the Texas Childhood Hunger Identification Project (Texas CHIP), this document describes the most comprehensive study of childhood hunger undertaken in Texas. Through enumeration and interviewing methods, low-income families from 27 counties in Texas were analyzed in the areas of income allocation, food frequency, homelessness, and food assistance program participation to determine the extent of childhood hunger. Findings indicated 1 in 9 children under age 12 is hungry in Texas; that hungry families are working, but don't make enough money to feed their children; and that food assistance programs provide an important defense against hunger for low-income families. The report offers specific recommendations, including the maintenance of entitlement status of current federal food assistance programs because they were found to fill in gaps resulting from economic instability. (Programs found to be helpful include the Food Stamp Program and National School Lunch Program.) Secondly, access to and improvements of programs in place should be expanded. Finally, community partnerships should be formed to develop greater food security for low-income families. Lawmakers, communities, and individuals must work together to eliminate childhood hunger.
