Texas Skill Standards and Certification Project for Electronic Engineering Technicians. Final Report.

The first part of this document is a report of a project conducted in Texas to develop and deliver a viable education and training system that would produce a competitive work force. The system is built on the SCANS (Secretary's Commission on Achieving Necessary Skills) competencies and personal qualities that are generic to all occupations. Four products were developed for the occupation of electronic engineering technician: (1) a SCANS Occupational Analysis Handbook; (2) curriculum enhancements that can be infused into the electronic engineering technicians curriculum using the format of a basic course outline; (3) assessment and certification strategies; and (4) a professional staff development plan. Following the report, the occupational analysis handbook contains the results of analyses that were conducted for the purposes of identifying instructional content in relation to the requirements of the workplace identified by SCANS research, and defining specifications for Work Keys assessments for selected workplace skills identified by SCANS research; the handbook also includes tables that relate the skills profiled to other analyses and skill standards. The curriculum enhancements package contains basic course outlines that identify the SCANS competencies to be taught. The assessment and certification strategies document includes a report on focus groups held with electronics instructors and examples of competency exams used in Texas two-year colleges. The staff development plan provides examples of a job inventory survey for validation of tasks/competencies, professional improvement needs assessment surveys, and an evaluation plan.
