This document contains the final report and manual from Project Network, an experimental learning program that allowed adult literacy learners to interact via the Internet. The classes consisted of instruction in the following areas: basic keyboarding, simple networking techniques, accessing America Online, sending and receiving electronic mail using a modem, using the information highway to develop problem-solving skills, researching topics, and downlinking and uplinking files. The approximately 40 students were assessed with portfolios that included a journal, authentic, and performance assessments. The average attendance at the classes was 90 percent. The computer extended and enhanced what students were able to produce. The technology helped students to explore the writing process and increase their motivation. The selection and manipulation of appropriate tools stimulated students' problem solving and other thinking skills. The manual contains a reflective document that discusses the following: goals and objectives, design of the program, priority learning goals, evaluation instruments and techniques, performance and authentic assessments, scoring of performance and authentic assessments, and recommendations. An appendix section contains a general synopsis of the project, course syllabus sampler, lesson plan examples, student work samples, search strategy worksheet, and Internet glossary. (YLB)
