The goal of this manual is to produce a learning climate in which students will master certain academic skills and knowledge regardless of their socioeconomic or minority background. This second edition provides materials, references, ideas, and a framework for developing a positive learning environment and an effective school learning climate. The 11 modules are: (1) "Preparation for In-service" (training); (2) "An Effective School Learning Climate"; (3) "Expectations for Learning"; (4) "Changing the Organization"; (5) "Grouping and Tracking"; (6) "Effective Instruction"; (7) "Academic Engaged Time"; (8) "School Discipline and Classroom Management"; (9) "Cooperative Mastery Learning"; (10) "Reinforcing Achievement"; and (11) "Assessing Student and School Performance." Guaranteeing that all schools are safe and orderly is a first precondition for educational improvement. Organizing schools structurally so that they become true academic learning communities is a second requirement, and building a consensus that tracking is inimical to creating an effective school learning climate is a third precondition for reform.
