The School Breakfast Program (SBP) celebrates its 20th year in 1995. It is an entitlement program available to any public or nonprofit private school or youth home that chooses to participate. This report includes the latest available school-breakfast participation data for school year 1994-95, and compares it to similar data for the previous year. The report was developed to demonstrate how the states and the District of Columbia compare to each other and to the nation in school-breakfast participation by schools and students. It also describes how well or how poorly states and the District of Columbia are using available tools to expand school-breakfast participation. The report uses four indicators to present the data. The "overall outcome" is the number of schools offering the program. "Recent accomplishments" highlight progress made within the last year. "Effort" outlines four tools for school-breakfast expansion and indicates how states use these tools: state mandates, state funds, federal startup funds, and direct certification. The "evaluation" section rates the states for their performance in the first three indicators. The last part of the report briefly describes various state efforts.
