The New York State School-to-Work Opportunities System Plan, which is based on New York's original application for a federal school-to-work implementation grant and contains the 23 federally required elements, outlines the state's plans to develop and implement a statewide school-to-work opportunities system within a 9-year period. The plan specifies systemic approaches/programs focusing on the following areas/goals: work force preparation will become a major component of education at all levels; work-based learning will be coordinated with employers and labor organizations; knowledge/skills will be assessed through actual performance in authentic (including workplace) settings; work-based learning will become a key instructional strategy at all instructional levels; provision will be made for students to enter the workplace immediately following high school or pursue further education; career development and current labor market information will be incorporated into all levels of education to help students choose appropriate courses and career fields; staff at all levels will become familiar with workplace settings and requirements, labor market information, and career fields/opportunities; specialized services will be incorporated into all planning and implementation activities to ensure participation of all students, including disabled and disadvantaged students; and school-to-work opportunities-related goals will be accomplished through partnerships involving all stakeholders in education.
