The need for a reconsideration of policy in the Utah library community is driven by three factors: (1) the success of the Upgrade Process and state development grants in developing local library service; (2) the rapid expansion of revolutionary network technology; and (3) changing patterns of federal funding. This paper focuses on specific programming and funding proposals for the following: library services for the blind and physically handicapped, county bookmobiles, development services, network services, and resource sharing and interlibrary loan. For each of these services, the policy context and rationale is described, program and policy proposals are identified, and funding requests for various fiscal years are outlined. The Utah State Library Division mission and role statement and guiding principles and assumptions are noted. A legislative funding request summary is also provided. (AEF)
