Population Penetration Rates by City and County, Fall Term 1994. Virginia Community College System Research Report Series.

The Virginia Community College System (VCCS) conducted a study of Fall 1994 city and county population penetration rates, or the percentages of residents served by VCCS colleges. The penetration rate was determined by examining headcount as a percentage of the total population based on 1990 and 1995 projections developed by the Virginia Employment Commission. The study revealed that, overall, the penetration rate decreased from 1.99 in Fall 1992 to 1.89 in Fall 1994. Systemwide, per capita enrollment remained close to national figures as a whole, and continued to be among the highest reported by the Southern Regional Education Board states. Rates for individual counties ranged from a low of .23 for Charles City county to a high of 16.73 for Falls Church city. Finally, at the service region level, eight colleges had higher rates in Fall 1994 than in Fall 1992. Data tables provide the population for service area counties/cities, Fall 1994 headcount, and penetration rates for the following VCCS colleges: (1) Blue Ridge; (2) Central Virginia; (3) Dabney S. Lancaster; (4) Danville; (5) Eastern Shore; (6) Germanna; (7) J. Sargeant Reynolds; (8) John Tyler; (9) Lord Fairfax; (10) Mountain Empire; (11) New River; (12) Northern Virginia; (13) Patrick Henry; (14) Paul D. Camp; (15) Piedmont Virginia; (16) Rappahannock; (17) Southside Virginia; (18) Southwest Virginia; (19) Thomas Nelson; (20) Tidewater; (21) Virginia Highlands; (22) Virginia Western; and (23) Wytheville.
