Selected Personnel Policies and Practices under Part H of IDEA.

This guide provides information on personnel policies and practices, under Part H of the Individuals with Disabilities Education Act, which were instituted by states and jurisdictions in the implementation of early intervention services for eligible children and their families. Strategies of specific states are identified for dealing with staff shortages in underserved areas and for seeking to identify qualified personnel to meet the early intervention service demands. Strategies include a consultative service delivery model, statewide policies and guidelines for the consultative service model, a training program to help professionals be better consultants, a mentor program, certification requirements, and staff training programs. For each state, information is included on the type of personnel deemed qualified to provide service coordination, special instruction, and assistive technology. Information is also provided on personnel challenges indicated by states in providing full services to eligible children and their families. A Part H personnel contact list is appended. (SW)
