Integration of Vocational and Academic Learning (Model TECH PREP Education Project). Final Performance and Financial Report.

This report describes how the Richmond County, North Carolina, Tech Prep demonstration project developed a model program with the following objectives: (1) market the Richmond Tech Prep model in every state; (2) disseminate information to at least 3,000 new persons from other states; (3) maintain assistance to previous adopters; (4) provide technical assistance through dissemination and demonstration to establish at least 20 new Tech Prep consortia; (5) maintain and improve the Richmond model and results; (6) revise existing materials and prepare new ones; and (7) conduct a third party evaluation of the Richmond model and the demonstration project. The performance report provides details of nationwide marketing of the model through exhibits and presentations at national and statewide conferences and various state sites and through a mailing of a project portfolio containing generic, results, career pathways, apprenticeship, and implementation components brochures. Dissemination activities included conferences, workshops, and meetings at which presentations were made to over 16,000 persons. Continued technical assistance involved telephone assistance, mailing copies of materials, and local site visits. Technical assistance was provided through dissemination and demonstration strategies to establish 20 new tech prep consortia adoptees. Activities to maintain and improve the model included a third-party evaluation and staff training, such as a School-Business-Industry Collaboration (SBIC) integration curriculum development workshop. The project also revised existing materials and prepared new brochures, negotiated for a third-party evaluation, and prepared a final financial report. Appendixes to the 38-page report include the following: printouts from databases created to document project activities; personnel vitae; conference registration listings and agendas; correspondence; National Diffusion Network submission for the Program Effectiveness Panel validation; SBIC materials; results of a K-14 articulation/curriculum standards review; project brochures; and the external evaluation report.
