This report synthesizes a number of policy and implementation issues raised during a forum on the development of partnerships between community and migrant health centers (C/MHCs) and health professions education programs to support community-based primary care training. Chapter 1 serves as an introduction, while chapter 2 provides an overview of relevant issues and information regarding the shortage of primary care providers, past and current initiatives to enhance the supply and distribution of such providers, the progress to date, and the obstacles to change. Chapter 3 discusses the role of community-based training and its importance relative to primary care access and delivery issues. Chapter 4 explores the factors that must be considered to effectively develop and implement partnerships between C/MHCs and health professions education programs. Chapter 5 examines the role of other partners, such as nonphysician health professionals, students, and area health education centers, in community-based training. Chapter 6 profiles four different types of health professions education linkage programs. Chapter 7 concludes the report by arguing that the benefits generated by establishing linkages far outweigh the disadvantages, and by making specific recommendations to facilitate such linkages.
