A study was conducted to determine the degree of access that students with special needs have to secondary and postsecondary vocational education in Wisconsin. The Wisconsin Client Reporting System as well as visits to 11 sites and in-depth profiles of a high school and a technical college provided data for the study. The study found that data collection in the vocational and technical system at both the secondary and postsecondary levels was inadequate to draw a good picture of access of special populations throughout the state. However, the study described how students were faring at the high school and technical college that were profiled, and some measures of successful integration of the special needs population into the system were found. A number of recommendations were made: (1) improve data collection processes for special populations; (2) expand evaluation to include program practices and quality as well as program inputs and outcomes; (3) promote inclusion of special populations in tech prep and school-to-work initiatives; (4) focus on program success rather than on student failure; (5) study the impact of concentrating federal Perkins funds to areas with a high incidence of special population students; and (6) develop follow-up reporting procedures for special populations students.
