This report on the early implementation of the Texas Job Opportunities and Basic Skills (JOBS) program and its impact on participants begins with an executive summary. An introduction outlines key research questions, components, and timelines. Section II covers program design and implementation and substate variations. The next five sections address the research questions. Section III analyzes resources and important aspects of service delivery to address resource availability, assessment and service planning, and referral and enrollment patterns. Section IV on activities and services analyzes patterns of participation in activities and services statewide and across the six entering participant cohorts. Section V on program outcomes describes the quasi-experimental analysis, presents immediate and longer-term net impact estimates, presents statewide Aid to Families with Dependent Children and employment and earnings impacts, explores influence of important program factors, and discusses substate variations.
