This booklet summarizes Part 3 of the 1993 Education Act (Great Britain) which makes major changes to the way local education authorities (LEAs) and schools must identify and provide for children's special educational needs. Following a listing of specific changes between this Act and the 1981 Education Act, the booklet briefly summarizes requirements under the following topic areas: the duty to integrate; what parents should expect from their child's school; what parents should expect from the LEA; the Code of Practice (which stresses least restrictive placement and access to the National Curriculum); the five stages of help required for students with special needs; proposing an assessment; the decision to assess; beginning the assessment; completion of the assessment; the proposed statement; the final statement; appealing the statement; reviewing the statement; amending the statement; and leaving school.
