The purpose of the Teaching Research Assistance to Children and Youth Experiencing Sensory Impairments (TRACES) Project was to provide technical assistance to state and multistate projects to improve the quality of existing placements and services for children with deaf-blindness. Seven major objectives guided project activities: assist projects to identify training/program needs and develop state technical assistance plans; provide projects with technical assistance to address training/program needs; develop a consultant pool of experts to plan and deliver technical assistance; disseminate information from project reports, research findings, and journal articles to the field; develop monographs that address topical issues and administrative functions in service delivery; provide technical assistance in preparing and submitting federally required data; and provide planning and support for project directors' meetings. This report contains an overview of major activities associated with each project objective, outcomes of each objective, and financial records. Appendices contain: (1) forms and meeting agendas used in administering the project; (2) a resource listing of consultants with an index by state and areas of experience; (3) a monograph by Anita C. Briggs and Rich Mulholland titled "Grant Writing Services for Children with Deaf-Blindness Program"; and (4) a monograph by Kathryn Wolff Heller and Cheryl Kennedy titled "Etiologies and Characteristics of Deaf-Blindness."
