This report summarizes the findings and recommendations of the Maryland State Governor's Commission on Black Males. It reflects the research, experience, and contentions of the Commissioners and the many people who testified at hearings throughout the state. The results are not exhaustive, but they mark a point from which progress and improvement can begin. The report is divided into four main sections: (1) Health; (2) Education; (3) Employment and Economic Development; and (4) Criminal Justice. Each section includes a case for change and concludes with a set of recommendations. A number of interventions that have already been initiated are described. In its exploration of education, the Commission has concluded that the African American male has been excluded from the educational process. Changes must be made to move black males from at-risk status to one of high achievement, acknowledging that every child in the United States has a right to be educated to his or her maximum potential. Recommendations are made for educational change and school restructuring, and for teacher education that is sensitive to the needs of black males.
