This report presents a statistical look at the well-being of children in the state of Illinois, quantifying the problems confronting them and outlining steps that policymakers and service providers can take to improve the situation. The first part of the report summarizes the state's situation in the areas of education, health, special needs, and economic security. It also discusses a new paradigm for comprehensive services, and includes charts highlighting county performance in areas such as spending per pupil, prenatal care, and unemployment; and a comparison of Illinois' statistics as a whole with neighboring states, California, and New York. The bulk of the document contains charts highlighting data from each county in each of the following four areas: (1) Education, including early childhood education, child care, and education spending; (2) Health, covering lack of parental care, low birth rate, infant morality, and youth death rate. (3) Special needs, covering new families at risk, abuse and neglect, foster care, and youth arrests; and (4) Economic Security, covering unemployment and children whose families receive Aid to Families with Dependent Children (AFDC) funding.
