A New Beginning: A Blueprint for a Career Development and Training Plan for Maryland's Child Care Professionals.

This report describes the activities of the Maryland Clearinghouse Training Advisory Committee (CTAC) in developing a statewide training plan for child care providers (called the Core of Knowledge Training Program) and presents the main ideas of the plan itself. The CTAC was created in 1992 to draft a comprehensive plan for training, education, and career development for the child care community. The committee sought to address barriers to professionalism in the field, such as low pay, poor benefits, and low status by emphasizing recognition, certification, and licensing of child care providers. The CTAC developed the Core of Knowledge Training Program to provide a continuum of teaching and learning at three levels. Each level would: (1) require a specific number of hours of training; (2) cover specific topics related to early childhood development, education, and administration; and (3) require specific levels of training and experience to advance to the next level. Recommendations for the implementation of the Core Knowledge Training Program are included. Three appendices list the members of the CTAC, suggest career path options for child caregivers, and provide guidelines for qualifications of child care administration staff. (MDM)
