In response to congressional request, this report provides information on the implementation plans developed by the Center for Disease Control (CDC) for the Vaccines for Children (VFC) Program. Introductory material indicates that the VFC was created to increase vaccine coverage levels nationwide by creating an entitlement to free vaccine for VFC-eligible children and thereby reducing vaccine cost as a barrier to immunization. The next sections of the report identify tasks essential to full VFC implementation and describe a study involving: (1) a literature review on barriers to childhood immunization; (2) interviews with CDC and General Services Administration officials; (3) a telephone survey of immunization projects in 49 states and the District of Columbia to ascertain the status of implementation efforts; (4) interviews with drug industry representatives to investigate existing vaccine distribution arrangements; and (5) tours of proposed vaccine distribution facilities. The report summarizes CDC's existing plans, the key assumptions of such plans, and current progress in implementation of seven major tasks: (1) vaccine contract negotiations; (2) provider enrollment; (3) provider reimbursement; (4) order processing; (5) vaccine distribution; (6) accountability mechanisms; and (7) evaluation plans. The final sections focus on unresolved issues and comments by the Assistant Comptroller General. Data on the vaccination rates and schedules are included.
