A model workplace literacy program of El Paso Community College (Texas), in cooperation with Levi Strauss and Company, is described. The partnership designed a three-part, job-specific, video-based curriculum in English as a Second Language (ESL) for garment industry workers, implemented in seven local plants. The 18-month program had these goals: to (1) develop a replicable instructional program using televised and self-paced instruction in both basic and job-specific literacy skills; (2) offer three levels of instruction for limited-English-proficient employees, for increased productivity, job retention, retrainability, and career advancement potential; (3) provide strong support services to promote program retention; and (4) develop a strong partnership with this and other garment manufacturers to ensure that project goals are accomplished and the program continued. The handbook contains a chart of general goals and specific tasks, with deadline and performance measures, a description of the program's development and implementation, and substantial supporting documentation. The latter includes a bibliography, listing of model workplace literacy programs, a task analysis questionnaire, sample lesson and assessment measures, student anecdotal information, surveys (student, class, and management) and tabulated results, teacher questionnaire, video evaluation form, correspondence, brochure, information from local news coverage, descriptions of related literacy programs, and instructional guide.
