The Correctional Education Association established the Outreach Training Center for Mandatory and Literacy Education. Its purpose was to collect and disseminate information on literacy programming, as well as to supply training and technical assistance to correctional educators working in the field of literacy. Press releases were sent to all major correctional and literacy organizations to request information on mandatory and literacy programming. This information was used to establish an archival research collection on mandatory and voluntary literacy programs. An analysis of recent trends in mandatory education was sent to each state director of adult and juvenile correctional education. Effective training was developed and disseminated in the areas of assessment and instructional techniques through workshops. A handbook on assessment and instructional techniques in literacy programs in correctional settings was published.
